[Suggestion] Add support for the AE rv14 Spatial Moving system

Hey guys.

It would be really nice if any TEs that open blocks had could be registered to work with the new spatial moving stuff in rv14.

Most TEs will simply work using the following but some TEs may need to use the API:

FMLInterModComms.sendMessage( "AppliedEnergistics", "movabletile", "appeng.common.AppEngTile" );
