On our server due to issues with graves "not spawning" (or probably spawning underground instead of where the player died), we disabled graves. Unfortunately, graves still spawn when players die. I've got it disabled on the server config and also on the clients. Players dying still leave a gravestone containing their items.

Try setting the blockGraveId to 0

It looks like the config open you're trying to use is deprecated.
