I used the creative builder with the obsidian on the top and tried to click a silver wood plank on it and got the item form of the Arcane bellows.

Builder DOES use metadata. But it ignores NBT data, since there is no way to use it other than actually placing blocks. And FakePlayers create lots of different problems.

Closing for now and marking as feature suggestion.
