Not enough information.

  • This command is server-side only. If you tried to change it only on client side, I will shout terrible things at you
  • "it isn't working" is terribly vague. You are talking about manually triggering with command or just stuff happening after flim-flam attack?
  • Try misspelling one command. There should be log on startup saying:Trying to blacklist unknown flimflam name...

It's server side.
/flimflam was used. Server is whitelisted atm, setting stuff up etc. -Should that I wrote work fine?
I ended up with disabling it, since it didn't go as I wanted it to.

/flimflam Without any flimflam attached, works fine, but the blacklisted flimflams will appear time to time

Blacklist doesn't work on command (which just randomly selects effect with uniform distribution). It only limits effects after flim-flam attacks.

But is the text correct, since I don't have any "Test objects"?

Ah, sound is special - for greater effect it doesn't display text. Where would be fun if player was instantly notified that mosquito exists only inside game?

I already said: you can only remove flim-flam from pool of effects used for random stuff, NOT from command. Why would I ever limit op only command? If you don't trust your ops, then you have more important problems than this.

Uh, I misunderstood you. Anyway, here is more relevant answer:

  • if you used wrong name, there will be log on startup, as I mentioned in first post
  • there is tomfoolery.safeOnly. Setting to true will disable: snowballs, teleport, mount, encase, creepers, disarm, effect, skyblock,

Discussion in this issue is sidetracking. I see no point in continuing, since no actual bug was reported. Experiment some more, it's not black magic.
