Can't bucket fluids back out of tanks with version 1.7.4

Not for me. I discovered this issue while playing in survival. I can replicate this issue with a fresh install without any other mods other than OpenBlocks and JEI.

Pipes seems to work OK. Just not buckets.

MC 1.12.2 with forge-14.23.1.2598,
MC 1.12.2 with forge-14.23.1.2565.
Also found this issue in MC 1.10.2 with forge-12.18.3.2511.
