For consistency with trying to build above the height limit.

This is a vanilla bug (https://bugs.mojang.com/browse/MC-129886), but since CC focuses on world height a lot, maybe it could implement its own fix for this for the time being.

Maybe also such a message for outside of the world border so all six axes are covered?
