[1.12] Allow vanilla/default terrain to generate above y=255 as necessary

Similarly to #159, terrain cuts off at y=255 in vanilla world types, forbidding any way to access the Sky Far Lands, research monoliths, and see the true height of the edge Far Lands, among other things. The only changes are that trees and foliage can generate at these heights.
Not sure if this would be feasible to implement.
