Compatibility metadata: OptiFabric 1.13.24 should be marked as compatible with 1.18.x on CurseForge.

(※ Currently, it is only marked as compatible with 1.19.x.)

OptiFabric 1.13.24 technically works with 1.17.x and 1.16.x too, but there's a pretty major mod regression as seen in issue #1013, so it's probably a good idea to leave it marked as incompatible until that issue is fixed in the next version.
