server sent an invalid packet when creating a new world with apocalypse origins loaded as a datapack

same setup for apocalypse origins as mentioned in #163 , but the datapack does not fail to validate, the error is thrown as soon as you load into the world kicking you, this happens on both 1.18.1 and 1.18.2 but this environment is 1.18.2
