[1.16.5-0.7.3.5] Carnivore and Vegetarian powers are not functioning

Description
Carnivore and vegetarian can consumed both meat and non-meat items. While I suspect to be a problem with origins:prevent_item_use, Shulker no shield can work just fine. So, I believe there are other conditions that are not functioning properly.
How to reproduce
- Create a world
- Choose avian as origin
- Decrease your hunger and try to eat meat

Origin: 0.7.3.5
Achitectury: 1.17.18
Caelus: 2.1.3.0
Cloth: 4.11.19
Forge: 36.1.31
The test was conducted with only these mods. No any external datapack.
