Can't get any datapacks I try to work with Origins: Forge.

I wrote my own datapack to create a new origin for Origins: Forge, and when I loaded it into the world, it said it was active, but there were no errors in my log, and the origin did not work.
I thought maybe it was a problem with my datapack, so I tried a datapack from the Genesis Origins datapack, which has over 100k downloads for Forge and Fabric. Didn't work. What's wrong, am I doing something wrong?
Currently only data packs designed for 1.16.5 are usable, origins 1.17 has a slightly different syntax and some new powers that aren't currently available on forge.

I don't think I was using any 1.17 features, but I was using the wiki so I don't know if I would know. Is there a way I can know this?
If the pack_format is more than 6, you are using the /power command, or the creative_flight power, the pack is most likely 1.17.
