When multiple people have the origin, the teleport ability will teleport all lost draconians when one lost draconian uses it.
I have tracked the issue to the file data\origins-plus-plus\powers\lost-draconian\teleport.json after using WinRAR to open the Origin++ mod's java file, and it would appear that there is a command to give the one who uses the ability a tag, then teleport entities with the tag, but that seems to not only not remove the tag, but also teleport all entities with said tag, that being draconian_tp.
