Create a general way to modify mob hostility and AI

Create power types which can be used for:
- Making certain mobs scared of you (like scare_creepers does with creepers)
- Making hostile mobs ignore you unless you attack them
- Making passive mobs attack you
seeing as origins are data driven, maybe something using teams could do the job for turning hostile mobs into passives, but i don't know how to do it the other way around or how to add neutral mobs to the equation
Would making passive mobs attack you be a good idea? I feel like you'd have to re-write most of their ai (including adding an attack animation) as they don't attack anything normally. Or perhaps were you thinking of neutral mobs?
