Friend doesn't get blindness as phantom?

I have a server with a few of my friends. A few of them have chosen phantom. As far as I know when you go underground as a phantom you get something like blindness but he has told me he doesn't. He's tried to fix it but can't figure it out. He can see everything almost as if he's in spectator mode. I can give a list of the mods being used on the server if needed. I don't know if anyone has had this issue before but I couldn't find it so I thought I'd submit this. Thanks for the help!
I've heard this behaviour occurs when OptiFine is installed. Does your friend use OptiFine?
Probably yes. As of version 1.16.5-0.7.3 if you use optifine to turn fog off, the blindness effect goes away if your a phantom underground. It effectively becomes spectator mode.
Its kinda busted...so maybe use blindness instead?...To me, being completely blind is still fair because walking through walls is broken anyway.
