Is there a reason experience points can only be added by powers, but not subtracted?

As it says on the tin. I've made an origin that ideally should consumes experience gradually in points rather than levels but it requires the running of commands whenever a power would fire periodically to consume for it's resources.
Is there a specific reason why this was made like this when commands in the base game a perfectly capable of adding negative xp points to a player?
