Add_Velocity does not work if set = 'false' and server = 'false'

The add_velocity entity action doesn't work if both the set and server parameters are set to false.

Ok, its not specifically this as some of my instances work with set as false and others just outright don't work when running only on client, I have no clue what's going on here, but something is up.
