Hand Drill restarts mining progress when recharged by an exo chestplate.

Issue description
When an exo chestplate is equipped and you're actively using your hand drill, on recharge the current mining progress is reset.
Steps to reproduce
First, equip a exo chestplate that has any charge
Second, mine a block with a hand drill
Finally, observe that the mining progress gets reset on recharge.
