Can't get a bucket of turbofuel to empty into equipment charger

Issue description
When I put a full bucket into the slot, the bucket moves over but does not empty into the tank of the charger.
Steps to reproduce
- Get a bucket full of turbofuel
- place it in charger
- bucket will move over to the next slot but will not empty
