Maxing Upgrade addons is useless because it doesn't work past a certain value.

Issue description
**Upgrade addons are broken right now.
Max value should be this
( 2.147.483.647% )
but it doesn't work, it offer no further benefits.
Once you reach 50.000 % processing speed (30.000% for foundry 45.000% for assembler and so on) which compare to 0 ticks processing time for almost every machine, then, every other upgrade is useless; because processing time max out at that point, allowing for 64 items being processed every 3600 milliseconds (more or less 3,6s)
Is this intended?
I was hoping it could have maxed out to at least 1 stack every 1 tick**
Steps to reproduce
to reproduce just create a machine like a foundry with ultimate machine cores, fill it with 54 speed upgrade addons and the rest with efficency addons,
then try to process something, like biosteel or other, you will notice that it takes more or less 3,5 seconds to finish an entire stack;
then do the same with 110+ speed addon upgrades, you will notice that nothing changes, it still take 3,5 seconds to process 64 items
