Universal config settings should go in /config, World specific config settings should go in /serverconfig. Ideally, we’ll also add more config options, like whether or not otters should breathe underwater or come up for air, how easy they are to tame, how much health a tamed otter has, etc

This should be finished for Forge 1.19.3 since it uses a datapack.
