I see that you have several mods. Have you tried to reproduce the bug with only OverpoweredMending? (to elemininate the fact that it's mod incompatibility issue)

If you can reproduce with only OM i'll investigate further.
I can see that you have Clumps-forge for example, which also modifies the behavior of XP so it could be linked.
