I don't know where you got that from since 0.118.5 is released for 1.21.4 (are you confusing Fabric Loader and Fabric API?)

Presumably the problem is as explained by Basique. Note that on older versions of owo, it still depends on the outdated fabric ID for Fabric API - this has been fixed in newer builds and we now depend on the less confusing fabric-api ID instead
