i would like to upgrade the backpack with in game copper not modded copper free to please.

I assume you are talking about Minecraft 1.17.

Vanilla 1.17 content still has to be added to Forge's tags. Packed Up uses the tag forge:ingots/copper for the copper backpack recipe.
Once Forge updates to add copper to forge:ingots/copper, you will be able to craft the copper backpack using vanilla copper ingots. You can follow the progress on that here MinecraftForge/MinecraftForge#7891.

This should now be covered by Forge.
