Blocks with Up facing state wont place up

Minecraft v1.20.1
Forge v47.2.20

My warp pipes mod has a facing blockstate that includes up and down, but after unpacking it, the pipes will only face any direction except up or down.

This was fixed in the 1.21.1 port, I forgot to close the issue.
