Switch both client and server when packmodes command is run

Currently only switches the sever and clients need to manually change config. Behavior should (imo) be:

  1. change server and client configs if client is op
  2. change client configs if client is not op
    Probably should also add a chat warning to client if their pack mode does not match servers (if that's possible).
