Config option "makeWheatEdible' does not appear to work in 1.12.2

Tested on Forge 1.12.2-14.23.5.2847 with only Harvestcraft installed, on two seperate versions (1.12.2zg and 1.12.2zf), the edible wheat option doesn't seem to do anything, as wheat still isn't edible.
