Do you have netherited mod on? >https://www.curseforge.com/minecraft/mc-mods/netherited
or do you have Shulker Enchantmentsmod on? >https://www.curseforge.com/minecraft/mc-mods/shulker-enchantments
or have both? I removed them and it solved the problem for me.
