Bug: Highlands forest bugged

What happened?

A bug happened!

To replicate:

  1. First, I located the highlands forest with the /locate biome command
  2. Next, I teleported there
  3. After, I went up and down
  4. Finally, I noticed that the biome kept switching between highlands forest and highlands thicket

Additional Information

In the same version where the thickets biome is huge (That's why you can see alot of the thicket biome in the screenshot) - this is also in issue #714
