Gem Effect duplicating when item it is on is upgrading from one material to another

When upgrading something with a smithing table say from diamond to netherite that has a gem on it, some gems will have their effects duplicated by multiple times. I dont know if this happens when the mod is by itself since this has only happened in biggish modpacks BUT despite that this still effects the vanilla items.

Can not reproduce. Any other installed mod maybe.

Sorry. Find the mod that is causing this issue. PST is not the problem.
There is another mod in your modpack that is causing this issue.
