the mod gives me the warning about the mod reposts even though I've never even referred to those sites

disabling patchouli fixes the issue

This is a message from Additional Structures and has nothing to do with Patchouli.
The reason disabling patchouli worked is because the mod creates a text file which if it exists will stop the message from appearing again which likely happened when you restarted the game.
