Add a gamerule to disable usage of all pearls and papers.
Position Traps would just remain on the ground unable to be picked up.

Maybe ignore items used by creative players, or opped players, and let them work always.
Or have it so the gamerule has multiple tiers, rather than a simple on/off.

Other stuff like Warp Blocks and Elevators should always work probably.
Maybe lock Warp Blocks while gamerule disabled so they can't be edited.
