What is your suggestion?

Add new scale type for independent creative-like flight scaling.

Currently, this scale type controls all movement of players that aren't touching the ground, but it should only apply to the movements if a player has a creative flight enabled (by using a creative mode or by some other mods, that provides creative-like flight in survival)
