1.16.5 Framerate Dependency instead of dedicated Timer

The timing of Pick Up Notifier in 1.16.5 is Framerate Dependent, instead of using its own Timer. This causes high framerates to make it disappear VERY quickly.

Fixed for 1.17.

Why not 1.16? This should be backported to the version I'm using in my modpack which cannot update.
