Bug description
Attempting to filter Powah Batteries based on charge level represented by NBT

Steps to reproduce the issue

1. Create Filter to only transfer fully charged Powah batteries
2. Set NBT to Exact Match
3. Watch as battery is transferred regardless of charge state

Expected behavior
only fully charged batteries get transferred.
