What is my idea? Make a plugin like with custom plates only on goat horns. The player takes the horn in his hand and enters a specific command and inserts a link to a short sound (can be from YouTube or something else).
I hope you will do this because for some servers this is not enough.

pv-addon-discs supports goat horns, it's disabled by default, but can be enabled in the config

Can you tell me how to turn on the horns and what command to enter?
