Plays Mobs wont spawn with bows or shields until the config is reloaded

As it says on the tin, player mobs WILL NOT spawn with bows or shields or any sort of offhanded item UNTIL the configs are fiddled with. This is sub-optimal especially when crafting a modpack with this mod and users don't see them spawn with a bow or such.
