PneumaticCraft crashes on headless servers without CoFH Core installed

Describe the bug
Per description. Headless server. No CoFH mods installed. Crashes on startup. This crash still occurs even when you modify the thirdparty.cfg file to disable CoFH support.
How to reproduce the bug
Start a headless server without CoFH installed.
Expected behavior
Be able to run modpack with PNC and without CoFH.
