Comparator doesn't update when a Liquid Hopper empties out

Describe the bug
Completely emptying a liquid hopper--whether manually with a bucket, or letting it drain into a tank--won't update a comparator reading from it.
How to reproduce the bug
- Place a comparator next to a liquid hopper.
- Add any fluid to the liquid hopper.
- Drain the liquid hopper.
Expected behavior
The comparator gets updated when the liquid hopper is drained.
Additional details
Originally discovered using 1.18.2-3.6.1-29 on my personal modded instance.
