Armor upgrade keybinds do not apply when set via game menu, but do apply when set via armor config UI

Describe the bug
Note: I am reporting this bug on behalf of other users, so I do not know the exact version it applies to.
When a keybind is set for an armor upgrade piece via the global game settings keybind menu (or via the Controlling mod), the keybind does not apply. However, if that keybind is set via the armor config UI (by using the right click functionality on the checkbox), then the keybind is respected and does work.
How to reproduce the bug
As stated in the description, I do not know the exact version of PNC that this issue applies to. However, it seems most common on FTB OceanBlock 2, with the Scuba upgrade, so downloading that and cheating in a scuba upgrade should be the quickest path to reproducing the issue. Note however, that I have had little luck reproducing this myself on my own vanilla+pnc instance (the keybind functionality Just Works ™️), so it's likely the problem is unique to OceanBlock (but, I don't know for sure).
Expected behavior
Armor upgrade toggle keybinds should behave correctly when set via the global game settings keybind menu.
Additional details
none, aside from the fact that my communication on this issue may be delayed (or even non-existent) as my area's fibre line is currently down with no ETA on a fix and it's a long weekend...
