Armor Upgrade Toggles hotkeys not responding

(I previously reported this issue but accidentally miscalled the mod version as 8.2.12
(actually i'm in 8.2.13 so i open a new issue here, sorry for the inconvienience)

Describe the bug
found in All The Mods10 v4.10 and previous
sometimes the Toggles key binds won't response and you will have to set them again in the Armor General Options screen to make it effective (not in Options -> Controls -> Key Binds because that just won't do i dont know why)
and well...... even if this bug often happen i still didnt find a way to reproduce it
(i've check it and im sure that there's no key bind conflicts)
How to reproduce the bug
- get yourself an ATM10 v4.10
- enter a new world
- equip some charged Pneumatic Armors
- set some custom key binds in the Armor General Options
- just play the game until you one day find that the binds no longer response
- set them again in the Armor General Options and you'll find them able to use again
(i just don't know how to reproduce it precisely regardless of its high frequency)
Expected behavior
the key binds should always response

maybe it's not a pnc issue idk
