Currently, when migrating from a 2 block refinery to a 3 or 4 block refinery, will block the refinery from working, because LPG is in the wrong refinery (it isn't the top refinery anymore).

When expanding the Refineries, it would be a nice QoL feature to automatically move the liquids to the right Refineries.
