Issue Description:

The Fire and Thunder Gem do not spawn the legendary even with the requirements

What happens:

The Fire and Thunder Gem do not spawn the legendary and is instead treated as an Ice Wing to spawn Articuno

What you expected to happen:

Raikou and Entei Spawn in

Affected Versions (Do not use "latest"): Replace with a list of all mods you have in.
