Energy cell power lost on chunk reload with tech reborn cables.

- Forge: N/A
- Fabric 0.15.11
- Powah: 4.0.11
Issue description:
Upon reloading a chunk with an energy cell in, it loses all its power.
This only happens with tech reborn cables.
Steps to reproduce:
Place a energy cell and charge with tech reborn cables. (latest tech reborn version).
Reload chunk and see the wiped power.
