Issue description:

Negative temps raise the heat in Reactors

All tests done with Coal, Redstone, and Dry Ice included in the reactor.
Coolant = 1C, Reactor = 29C
Coolant = -20C, Reactor = 76C
Coolant = -30C, Reactor = 333C
Coolant = -50C, Reactor = 52C (not a typo, just super weird)

Thermo gens with these coolants all seem to break as well, with each generating the same as one with water.

On flip side:
Coolant = 1C, Reactor = 29C
Coolant = 20C, Reactor = 18C
Coolant = 30C, Reactor = 15C
Coolant = 50C, Reactor = 12C

Steps to reproduce:

Pick random fluids and set the coolant_fluids to the values above.
Set up some reactors in game with redstone, coal, and dry ice
Check the temperatures
