Reactor Loses all stored power on server restart

Version: (make sure you are on the latest version before reporting):

  • Minecraft: 1.18.2
  • Forge: 40.1.93
  • Powah: 3.0.7

Issue description:

When the server restart the power from the buffer of the reactor completely vanishes, it is an issue since uraninite is rather rare and a full refill of the buffer spends a lot of it

Steps to reproduce:

On a forge server, restart the server and the power buffer will be empty
