Solar Panels generate energy in the night

Issue description:

According to the ingame manual Solar Panels generate energy when exposed to sunlight. During the night there is no sunlight so they should not generate any energy. I would also expect them to generate less energy in the morning/evening when the sun is setting/rising.

Steps to reproduce:

Place a Solar Panel. Use the command /time set midnight and right click the Solar Panel. You will see that it will generate energy.

I have the same Problem, but even worse.
My Solar Panels only Produce Energy at Night and no energy at Daylight.

This might be fixed with #152 perhaps?
However I think there's also a feature request to scale the output down in the morning and evening here.
Not sure if want to keep this around for that?
