Mekanism Universal Cables can pull more than a generator's extraction Limit

Issue description:

Mekanism Universal Cables appear to be able to bypass the extraction limit of things like Thermo Generators.

Steps to reproduce:

For reference, in Enigmatica 6, Nitro Thermo Gens are capped at 4k FE/t per side.

  1. Set up a Thermo Gen. Ideally one that generates more than the extraction cap.
  2. Set up an Induction Matrix (or any power storage that gives you a good read on incoming FE/t)
  3. Run Universal Cable from the Generator to the Matrix without configuring the cable in any way. This accurately pulls 4k FE/t
  4. Now use a Configurator to set the Universal Cable to Extract mode at the Generator's connection. This will now double the pull rate, pulling 8k FE/t.

Yeah, that was my assumption too.

I think the reason why this is happening is the generator is pushing power into the cable as well as the cable extracting power from the generator. Haven't checked if this is the case though.
