Auto mode does not turn on the reactor after dropping below 70% if first reached 100%

Steps to reproduce:

1. Build a reactor
2. Fill with fuels, dry ice and water
3. Wait until it reaches 100%
4. use energy, and notice the reactor stay off even below 70%

i have news, is not only auto mode but also with redstone control that not work
