Been seeing this error in my server console. I imagine its when new users place a starter house down

I have seen this too but unable to track it down yet.

It doesn't appear to have any adverse effects on the game but still problematic.

This doesn't appear to be limited to Fabric either. This looks to be a change with 1.17 as it appears in Forge as well.
