Can create break spell with no mana cost

Neoforge version 6.0.0
If I create the following spell at my spellcraftng altar in ths order:
Payload: Break 1, Silk Touch 0
Type: Bolt 5
Mod 1: Burst 5, Power 5
Mod 2: Empty
The spell has no mana cost. Not even a cost of 0 with an Earth element – none, no icon is displayed at the top, yet I can still make the spell on a scroll, and inscribe the spell into a wand. If I do so, the spell may be cast an unlimited number of times for free.
It seems to be the Break 1/Silk Touch 0 causing this. If I enable silk touch, it has the correct mana cost. Also, it is order-dependent – you have to open the Spellcrafting Altar, set the payload to Break 1, Silk Touch 0 before you set anything else or put in the wand. Once you do that, you can set any type & mods you want (even Burst with Power/Radius 5 and Quicken with Power 5) and it will still cost no mana.
